JOB Under the general direction of the Director of Planning and Development, in most cases independently, performs professional planning and City development activities.
First review of candidates will be 10/31/2023.
Candidates with five or more years of Municipal planning experience are preferred.
EXAMPLE OF DUTIES Administers the City’s planning and zoning activities on a daily and long-term basis, including the zoning ordinance, subdivision ordinance, floodplain ordinance, and other land use regulations.
Conducts and participates in development meetings and activities.
Provides sound, unbiased advice, recommendations, and guidance.
Understand the workings, structure, and culture of the City of Sheboygan and achieve results in a highly- public and political environment.
Maintain trust and confidence of co-workers, elected officials, and the public.
Responds to requests in a timely manner.
Is on time for meetings and meets deadlines.
Prepares preliminary and final planning reports.
Prepares and presents material involving zoning, housing, industrial development, subdivisions, conditional uses, annexation, architectural review, land acquisition, official map, and community facilities.
Prepares maps and other graphics.
Assists in the design and implementation of community planning projects.
Performs site plan review and site inspections.
Makes presentations and recommendations as needed, on various development issues to the Common Council, Plan Commission, and Council committees.
Keeps records of the City Plan Commission and Architectural Review Board.
Maintains complete and accurate records of department activities.
Enforces the protective/restrictive covenants as they relate to the City’s industrial parks.
Represents the department in its contacts with the business community and the general public, Council, City officials, boards, and other agencies.
Initiates appropriate legal action on the basis of findings, assists the City Attorney in prosecution, and acts as an expert witness.
Recommends revision to applicable codes so they remain current and functional.
Identifies where efficiencies can be gained and seeks to improve processes and services Develops and submits grant applications for State and Federal monetary aids.
Locates, selects, compiles.
and analyzes basic economic, social, demographic and development data.
Uses a flexible approach and creativity to work effectively in a variety of situations and adapt to new ways of doing things.
Is willing to implement alternative solutions to what is commonly done.
Performs other duties as assigned.
SUPPLEMENTAL INFORMATION Thorough knowledge of the laws, codes, principles, practices, methods, and techniques as applied and pertaining to municipal planning, zoning, and development.
Thorough knowledge and demonstrated experience in annexations, real estate acquisitions, condemnation, subdivision creation, and ordinance and zoning implementation.
Ability to initiate and complete planning projects.
Ability to maintain effective working relationships with, and make presentations to, the Common Council, committees and boards, City departments, business community, and the general public.
Ability to communicate effectively in written and verbal form and to prepare and maintain accurate and complete reports and records.
Ability to exercise good judgment, courtesy, and tact in maintaining effective public and employee relations.
Ability to prepare professional quality maps, drawings, and other illustrative materials for planning studies.
Ability to effectively supervise, plan, coordinate, and lay out the work for employees.
A high sense of responsibility and initiative to work independently and productively without supervision and to work from oral and written instructions.
High level of accuracy and proficiency in interpreting and compiling legible records and data, and ability to collate and summarize data and prepare reports.
Possess strong verbal written and presentation skills demonstrating a clear, concise and positive style.
Build trust through presenting ideas clearly and effectively and listening to others, even when not in agreement.
Effectively establish rapport with stakeholders, including Council, employees, external agencies, and community members.
Consistently demonstrate positive, effective communication skills and interactions and proactively share pertinent information with the team.
Represent the department and organization at Council meetings, public hearings, and on City committees, boards and commissions.
Basic knowledge of basic mathematical principles.
Ability to act, make decisions, and justify action based on logic, good judgment, and rational thought.
Possess a valid Wisconsin Motor Vehicle Operator's License and an insured automobile for use on the job.
