Leads organizational development in translating County strategies into tactics applied to operations at County department levels, with other intergovernmental organizations, and with community groups and resources.
*Essential Duties* * Assist the County Administrator in coordinating and directing all administrative and management functions of County government.
Serves as the primary backup to the County Administrator in his/her absence.
* Assist the County Administrator with ensuring all ordinances and regulations of the County Board are faithfully executed.
* Serves as a trusted advisor to the Sheboygan County Administrator and County Board Chairperson and assists with effective and efficient decision-making and team management.
* Coordinate County strategic planning initiatives and the execution of strategic initiatives.
* Serves as the lead facilitator on special projects where responsibilities and duties cross multiple divisions or departments.
* Lead County department program and service performance measurements, benchmarking, analyzing data, identify opportunities for improvements, coordinate continuous improvement projects, measuring results and helping assure objectives are achieved.
* Coordinate with department heads to provide research, surveys, analysis and evaluation, recommendations, and continuity to the county on a variety of administrative, operational, procedural, legislative, planning, and policy issues.
* Provide analysis and recommendations to the County Administrator, County Board Chairperson and department heads regarding proposed laws, rules, regulations, statutes, ordinances or orders that pertain to the administrative activities of the county; leading to execution of administrative policies/positions.
* Provide support and assistance to the County Administrator and Finance Director in preparing and reviewing annual budget requests.
* Prepare quarterly budget variance reports for review by the County Board Chairperson and County Administrator.
* Coordinate and assist with County department head and cabinet meetings, and ensure action items from meetings are executed.
* Serve as Communication Coordinator for Sheboygan County by preparing and distributing and/or presenting information internally and externally including County employees, State and Local Government Leaders and staff, State and Federal Legislators, County Board Supervisors, media, and constituents.
Make presentations when requested.
* In partnership with department heads, provides recommendations to the County Board through the liaison committees for changes in organization or program responsibilities of County Departments.
* Represent the County Administrator at various functions and meetings when s/he is not available.
* Maintain the confidentiality of the office.
Act in furtherance of the County’s interests as part of the management team.
* Perform a wide variety of tasks and assume other responsibilities as assigned.
*Qualifications* * Minimum of a bachelor’s degree (master’s degree preferred) in public administration, business administration, communications, project management, or a related field.
Minimum of five (5) years of experience in public administration or an equivalent combination of experience and training which provides the following required knowledge, abilities, and skills: * Thorough knowledge of County organization, policies, procedures, rules and regulations.
* Ability to plan, organize, and evaluate programs and services, manage teams and establish effective working relationships, attention to detail, and to work independently and reliably with limited direct supervision.
* Outstanding written and verbal communication skills.
Ability to make a clear presentation to a group of people.
* Advanced skills in using office software including Word, Excel, and PowerPoint.
Solid knowledge of applicable countywide IT systems.
* Ability to analyze financial data and to prepare a budget and monitor financial performance.
Ability to analyze and interpret statistical data and complete complex cost analysis.
* Outstanding organizational skills, including the ability to organize work flow and processes.
* Ability to comprehend and interpret rules, regulations, policies, and procedures.
* Ability to make responsible decisions in accordance with established policies and procedures.
* Ability to work effectively with a wide variety of people using good judgment, tact, and courtesy.
